We have destroyed almost all of the Serbian planes and fuel resources and a bunch of their military transports and tanks.

I don't personally know just how badly we have hurt the Serb military forces. NATO and Serbia probably have a good feel for it.

But, OTOH, you might be right, providing the Serb military police has learned how to eat exploding cluster bombs.
