You don't think gang behavior is conspiracy? Those little thugs support each other in their misbehavior. Of course they won't rat on their co-conspirators. That's the first law of the gang. These are the thugs who later will gang-rape girls (and well-behaved little boys too). These are the thugs who mug old people, rob candy stores, and shoot each other in the streets and when finally convicted and sent to prison (with 100 juvenile offenses in their jackets) become the enforcers and monsters who turn the prisons into schools for crime. Of course you wished to kick them out of class. No one knows how to deal with them. In Hawaii we spend $170,000 a year for each juvenile in the place, and just age them until they can become full-time criminals. We cannot afford very many juvenile criminals. Most we just let run loose. No one gives a damn about them, or about us -- every body else -- their victims.
