So the way I am interpreting this registering website news is that AOL will now
register websites in the regular form (www.xxx.com or .ogr) instead of the the way
they do it now (home.members.aol.....) for FREE? Someone please explain.

My read is that NSOL monopoly of registering domain names is now broken - no surprise there.

So, AOL will act as an intermediary in the same fashion as NSOL. Someone goes to check if a domain is free, say www.iloveaol.com. If it is, that person can hand over the registration fee. AOL will register the domain for that person. Not sure if the process will be for free or not, which is the crux of the issue. InterNIC still needs to get paid, either way.
