I think everyone and their dog were to blame for BRE-X making it onto the TSE, the exchange included. It was a classic Mark Twain story, nothing more than a liar standing over a hole in the ground. The insane part was that hardly anyone made an effort to simply get on a plane and fly to Indonesia to have a look, and the few that did weren't allowed on the premises but that didn't seem to stop anyone from having any doubts. Anyway, in some way maybe it was a good thing as I'm sure the TSE doesn't want anything like that to ever happen again.
