From todays filing:
"We must also pay penalties, at the monthly rate of 2% of
the stated value of the Series D and E preferred stock, for each day after April 15, 1999 that the registration statement is not declared effective by the SEC."
Has it been declared effective? 24% per year isn't cheap..
