Do you think that's still true if we go in with massive force and end this debacle quickly and decisively in a few months after we build up the men, arms, and materiel which would be necessary? JLA

I think it all depends on the upcoming ground war and how it goes. For now, there have already been the (1) dislocation of most of the ethnic Albanians, (2) economic devastation to Yugoslavia, (3) commitment to economically rebuild Yugoslavia, (4) commitment to payoff neighbors and NATO members to buy off agreements or to secure rights for staging troops, etc., (5) commitment to pay the costs of a permanent security force, (6) costs to rebuild relations with USSR, etc. Much of the costs may be in trade concessions which will cost jobs here.
