There are not clear records. IMHO what bought the stock to its knees was HOPR bought two companies with stock. One was the American Book Company a publisher, the other was an advertising (Nightlife or something comes to mind) and signed a contract that if HOPR was delisted the sale was undone. The owners of the two companies were given a million or so shares if HOPR defaulted. Shortly after signing the contract the price of HOPR came under pressure. A $2 value stock was being sold for any asking price, like $0.50 or any bid. Of course, HOPR was delisted and the two companies took their shares and ran. Since then HOPR has not seen the daylight.
