You can't be a member of NATO when it is convinient and then refuse to fulfill your obligations. Just like the US can't be a member of the UN and take advantage of its support when it comes to Haiti, Iraq, etc. and then refuse to fill its obligations by withholding dues and refusing to seek UN approval for its adventures in Yugoslavia. Seems that Hungary may have looked at the US's treatment of the UN and said "well, if they can do it there, we can do it with Nato." As we do, so we teach.
