You're conveniently forgetting that the U.S. and NATO supported UN policies in regard to Yugoslavia for the past nine years, bearing the brunt of the expense and supplying most of the manpower and materials for a solution that never materialized.

NATO's actions, while not initiated by the UN, are actually accomplishing what the UN sought to accomplish but was obviously unable to, within it's self imposed bureaucratic restraints and the constraints place on it by pro Serbian/anti-Nato forces on the UN security council. These forces were tying the UN's hands, preventing them from actually accomplishing anything, much the same way a shyster lawyer protects a felon by turning the law against itself. (nothing personal Christopher)

In effect, NATO is doing the UN's job for it.
