The Kyl Bill will get lots of support from the states that have lotteries. This is the ongoing governmental double-standard; the states want the revenue that comes from people who cannot afford to lose the $20, $30 or $50 dollars per week that they flush down the toilet on state lotteries. But they denounce private gambling as economically regressive, dirty and crime-causing.

What's great for government is apparently evil for the people amongst each other.

This is one of the most important (pro) forces behind the Kyl Bill.
