I think it's convenient to forget that M'vitch was massing his troops while the talks were going on - he apparently had absolutely no intention of agreeing - and was using the time to complete his build-up prior to attacking. So NATO was suckered and then acted - it's of course impossible to turn the clock back - but we should look at the recent history and not say 'well of course there have been problems there for 600 years let them have at each other'. M'vitch was giving the appearance of negotiating whilst at the same planning to complete the cleansing job. I don't know what else Nato could have done. dd
