I am not sure,I have read that the President consulted with the constitutional experts including the Attorney General and all the party leaders including Vajpayee,Basu,'her enormity',the Fernagi etc etc before he made these decisions. I hope Palkhiwala will write a column somewhere about it so we know how fair or unfair the Presidential decisions were regarding this matter.
