I assume that people on this thread also check out the HEC thread on Yahoo!, but if you don't, there have been some interesting posts regarding HEC's application for financing by the World Bank. These links take you to the actual World Bank site that give an overview of the loan application and what HEC would do with the funds if approved.

Because the World Bank has a angle for helping developing nations they put conditions on the loan that are outlined in the text, including hiring local labor, refurbishing local schools, training locals for non-oil related jobs, etc. I thought this might preempt some of the rebel attacks against HEC pipelines. Anyone else have any thoughts on this, or is this just wishful thinking on my part.
