FDR was eager to get into the war, but the war he was particularly eager to get into was in Europe, and he could not know for sure that Hitler would declare war on us. The destruction of the fleet was a catastrophe from which we were fortunate to recover. And I do not think that FDR would have sacrificed the lives of the men involved when we were already so entangled with Britain through Lend- Lease that an incident was bound to arouse public sentiment eventually... As for Clinton, the man lives by polls. He will not get out in front of public opinion to any considerable degree. Maybe he thinks he is invincible, and maybe he can pull off an incident, but I am not so sure. Most conspiracies are unlikely precisely because conspiracies involve a number of people, and secrets are difficult to keep, especially when the media and Congress are all over you...
