Sorry, I thought you were writing a paragraph, instead of a collection of unrelated sentences. IMO, the problem is that no integrated intelligence controls government. Each agency has its own traditional agenda that has little to do with the views of the Administration, the Agency chief, or any group of powerful Eastern Potentates. I have read no doubt too many memoires of the gentlemen of the ruling class -- the "Hidden Government" -- the Usual Suspects --their successes and failures they attribute largely to themselves and claim (as they would) only the highest of motives. The one thing none of them doubt is that the President has vast power and can push things into the direction he desires if he will but try. Beneath his mighty aegis, the helpers work at their own vision of the future -- one which empowers them and is their monument. The truth is that this layer of achievers in the past seven decades have often come from Wall Street law and banking firms (few real academics), and have been usually been ivy leaguers. None of them have ever been able to come close to becoming president (even Bush, who came close to being one of these -- had a Texas base and was a successful elected politician).
The ultimate powers in this country IMO are the two shifting alliances of regional politicians who somehow become "available" for the presidency. These are the Presidential Political Parties. They must raise vast sums from the rich, mollify the single interest groups, keep their agendas and must to avoid annoying veto groups. They must every four years mobilize the Convention Political Parties to get the call, and then the Local political parties to win the election. In these games the Hidden government plays almost no part. The people actually get to elect their oppressors.
