Mexican Satellite Error Cuts Off Banks, Pagers

Several Mexican companies, banks, radio and television stations were left
incommunicado Wednesday after one of the country's older satellites lost
power.

Reuters reported that a spokesman for Satellites Mexicanos, or SatMex,
said Solidaridad One suffered an abrupt loss of power early in the afternoon.

SatMex had not determined exactly how many clients were affected, but it
was clear that the malfunction disrupted service to cable television and radio
stations, along with cellular telephone, pager and DTH customers. One
Mexican TV station reported that the satellite error caused ‘chaos' in banks
and the Stock Exchange.

SatMex is jointly owned by Loral Space Communications, Mexico's
Telefonica Autrey and the Mexican government, which is expected to sell off
its 25 percent during the next four years. The oldest of three orbiting
satellites operated by SatMex, Solidaridad One was launched in November
1993. Its coverage extends from the southern U.S. to South America.

The Delta 3 does not use the Centaur upper stage like the Titan. The only thing in common is that the Delta 3 upper stage uses the Pratt & Whitney RLB10-2 engine, which is a variation of the RL-10 engine used in the Centaur. The RL-10 has been around for quite awhile, and has a proven track record. It is very unlikely that the woes of the Titan launches have any implications for the Delta 3, but the fact that Boeing is delaying the launch for a review shows that they will leave no stone unturned to insure a successful launch.
