I want to highlight:

These two related statements are crucial to this entire mess. I've tried to stay out of debating the details of what's going on because the simple fact is that none of us know. The only info we get is what is happening, and I don't trust much of that. But nobody outside of the circle of power knows why any of this is happening. All we the people can do is to make (sometimes educated, often not) guesses about the truth.

The only thing I'd differ with is that "it's time for Slobodan to save face before it becomes impossible to do so." I really don't think he needs to worry about saving face. There are enormous portions of human society that wish the U.S. nothing but ill, and they are certainly thrilled to see us discredit ourselves. In their eyes at least, Milosevic can only gain stature by withstanding our efforts.
