That is a very good point. Note the rather strange
tendency for Albright to refer to the Ramboullet
"agreement" as the result of negotiation. There
was no negotiation. The "agreement" was drawn up by
Sandy Berger and Albright and then Milosevic and the
KLA leaders were told to sign it. It is a very
sophisticated propaganda war being waged here. One
good reason why Milosevic would have never agreed
to Ramboullet was that it authorized NATO troops
to move anywhere within the entire Yugoslavian nation,
not just Kosovo. This of course would have been a
premptive invasion. The fact of the matter is that
Albright, Berger, and Clinton want to arrest Slobodon
Milosevic and make him Manuel Noriega's bunk mate.
