On the contrary, it teaches all the other petty dictators out there that they can't get away with that kind of thing making them think twice about doing it. They can no longer just move/travel to another country and re-start their life after screwing their own country.

I applaud the detainment of Pinochet. Likewise, if there truly is evidence of mass slaughter of Albanians then I hope the same thing happens to Milosevic.

Don't worry about Augusto... He'll probably have a ''heart attack'' that will relieve everybody: the Americans (CIA involvement), the Brits (who're not eager to send Augusto to Spain), the Spanish (who want to keep friendly relations with South America), etc...

Further, it'll spare Spain a lenghty, expensive, and diplomatically sensitive trial.

It's too bad that the US can't be more successful in steering countries towards democracy. In the past, the US has supported some pretty nasty dictators.

Perhaps, though, if dictators were more worried about having to account for their actions, they would commit less crimes against their own people.

Alas, who can look into the criminal mind and determine how it is going to react.
