It's clear that Milosevic has beaten the U.S. strategically so far:
1. He has Kosovo.
2. Albanians have been expelled.

Milosevic doesn't have to do anything now until the U.S. can commit ground forces OR Russia supports an jointly crafted G8-NATO agreement.

There are three questions to ask about this war. During the WW II,
the German cities were bombed, with the purpose to killing the German
troops and demoralize civilians! There was a carnage of civilians but
German army was destroyed.

In this conflict, the Serbian army has been a no show. No Serbian
soldier has seen on the TV screen, with the exception of the border
guards! Hardly any one can identify the Serbian uniform! Where are they. Is it a war where Serbs kill Albanian civlians and NATO kills
the Serbians travelling on the buses and trains? Is it a war against
a ghost army? Where are 40,000 Serbian vicious thugs backed by 300 tanks and 2000 pieces of artilary? Maybe the US is sparing the Serbian
army to maintain a ballance of power, as it did with the Iraqi Republcan Guard Divisions south Bassora, in the clsoing days of the
Gulf War?

The second question focuses on KLA!! Where are they? It has yet to accomplish liberation of village, or some modest territoiral gain, benefiting from the air-cover! After all, it is the only Liberation Army that was put together, benfiting form the most advanced air
power in the history. In Afganstan, Mujahedeen fought the Soviet
froces without any air cover and controlled a large part of the country. During the World War II, partisan movments in Greece, Jugoslavia, France, Russia,and Poland often liberated parts of their
country, and thought the had to loose it back to the Wermacht counter
offensives, they deplted the German forces and tied up untis that
otherwise would have been diverted to the front.
Once in a while, we see the KLA troops, with clean uniform and shiney
boots, point their guns and aimlessly fire. What do they fire at?

The third question is about Kosovar refugees. NATO did know in advance
that the bombing will lead to ethnic cleansing in Kosovo. Why they
didn't built camps, hospitals, and reception centers?Why the burden
has to fall to Albnenia, Macedonia, and Italy?
