It's in NATO's interest capitulate, not Milosevic's. Strategically he's scored an A+. He knows he doesn't have to do anything until either the U.S. commits to ground forces or Russia backs a joint G8-NATO peace plan.

NATO's extended balkan presence has tensions running high in all neighboring nations and Russia.

Jamie, Jamie, Jamie, when are you going to learn that the longer Milosevic holds out, the better NATO likes it? He could probably agree to all of their terms right now and agree to kiss NATO's collective ass before the U.N. general assembly, and NATO will not cease operations until they have destroyed the Serbs' ability to make war. NATO's mission on behalf of the Kosovars will not be accomplished until all of them have been repatriated and recompensated for their losses by the Yugoslav government and the Serbs responsible for crimes against them brought to judgement. Until all of this happens, it gives NATO all the justification it needs to keep pounding the Serbs. Tell me about Slobodan's victory when this is all over.

You have a strange way of keeping score. I'll give you 20 to 1 that Milosevic is not in power to see in the new millennium and 10 to 1 that he will be dead within five years.

(Ironically, by that time, Clinton will probably be in a prison cell for treason).
