Don, You got the idea with the lower rates concept. Japan doesn't work like the USA. Higher rates means LOWER savings, spurring the domestic economy. However, unlike the US. there is no way Japan can consume what it makes, so that increased domestic spending leads to business expansion and more exports to debtor nations. Note that the current rise in the yen vs. the dollar has not caused our trade deficit to lessen any with Japan.
