I heard him. I don't agree that NATO acted ineptly. They were faced with a very difficult problem, a criminally insane leader who wouldn't flinch at killing hundreds of thousands of innocent families, and, in spite of what NATO believed, he wouldn't back down.

I blame NATO and the US for not acting proactively, years ago when it was obvious that a mad man was running Serbia. But, alas, gifted leaders only come along once every hundred years.

History is paved with the blood of human mistakes and miscalculations.

Waco reminds me of Kosovo. The FBI and ATF did not expect Koresh to be insane enough to burn his own children, and himself, to death, even though he had preached that philosophy. It is difficult to outmaneuver a mad man, because they don't play by the same reasonable, civilized rules.
