I asked EDIG to comment on the Webnoize article about AAC and EPAC, but they declined. Instead they chose to comment on this question:

"Thank you for writing. I am not familiar with all the technical
specifications of Texas Instrument's DSP product line. In the "Secure
Internet Music Download Device" announced April 21, 1999, by e.Digital, Lucent, and TI, Lucent's EPAC music compression technology will be used. All three companies are cooperating in the design, and all three are contributing vital technology to the finished product. The selected DSP works well with EPAC, and that's the main concern for this particular product.
