<<<International Lottery & Totalizator SystemsAnnounced as Low Bidder for China Welfare Lottery

CARLSBAD, Calif., June 24 /PRNewswire/ -- INTERNATIONAL LOTTERY & TOTALIZATOR SYSTEMS, INC. (OTC Bulletin Board: ITSI) announced today that the Company has been named as the low bidder among the three companies which submitted proposals to supply an on-line lottery system for Shanghai and six surrounding provinces in the south of the People's Republic of China. The bids were disclosed earlier this week at a public bid opening held in Shanghai.

The lottery, which is to be operated under the auspices of the China Welfare Lottery, will be the first officially-sanctioned on-line lottery in the People's Republic of China and will be implemented in two phases. The first phase is for the supply of an on-line central computer system, 1,500 point-of-sale terminals, related software, and technical support. The second phase will be to establish a cooperative joint-venture with the China Welfare Lottery to operate the on-line system and manufacture terminals in the PRC for the balance of this procurement's requirements, as well as for future on-line opportunities in the China market.

"We commend the bid officials on the openness and thoroughness of the procurement process," said ILTS President Mark Michalko. "While we are pleased to have submitted the lowest bid, we acknowledge that price is merely one component of the overall evaluation and does not necessarily mean that ILTS will ultimately secure this business."

Mr. Michalko continued, "We are hopeful that this price, together with our advanced technology and our strong partnership approach to business will prove attractive to the decision-makers as they proceed with their evaluation. ILTS has enjoyed long-standing success in the region, including a 20 year relationship with the Hong Kong Jockey Club, which is due in part to our partnership philosophy."
