As someone who would give his left n*t to come and live/work in America--this makes sense. You guys have no idea how many Canadians would swarm to the US to escape the commie/high tax/lefty society up here...given the chance. So lower those barriers and we're THERE! The USA is still the greatest land of opportunity...and many of us want in.
