While it's true that SI does take longer than usual at times, the sluggishness you're describing can be a blockage or obstruction [excessive queuing and dropped packets, causing resends] virtually anywhere on the 'net between you and your targets. Load shedding throughout the day may be taking place randomly, reacting to specific routes becoming congested, compounded by actual router and route failures.

Recently there has been an unusual rash of catastrophic fiber cuts, to boot, adding to the potential grief being experienced by many. Yesterday, parts of DC were brought to its knees, and some got knocked out altogether, for example, due to major cuts on cables feeding adjacent 'net exchanges. When this happens it ripples throughout the 'net in some not so intuitive ways.

As far as what software is available, you could try tracing your connections through a utility known as the tracert command at the DOS prompt. Benchmark the good times, and compare when times are bad. I'm not sure if there are any nuances you must adhere to with ATHM cablemodem connections, but it should work.

SI has very severe problems for everyone. Having a cable modem just makes the problems just that much more obvious.
