You are absolutely right. If the US had a moral leadership, the US would have done something in Rawanda. I share your cynicism, if not the reason for the conflict.

Congress just voted $13billion for arms build up, even though Clinton 'only' asked for $6billion. All the new (and not so new) toys are being used in this conflict by the boys in the Pentagon. They want new ones.

Time to load up in defense contractor stock.

If the total cost of the Balkan War were to have been paid to the Kosovan refugees rather than expended in ordnance and rebuiding Jugoslavia I wonder how much each of the 2m Kosovans would get. They could also add the cost of funding the Kosovo Liberation Army.
