I was once told (months and months ago, however) by someone from CyBer Trader Support to list ISLD direct first, then "all other ECN's" and "never use SOES."

It depends on one's individual trading style, of course, but I believe that ARCA has much less volume and liquidity than ISLD, which I think is generally the fastest and easiest way to get executed, from my experience, at least. So I don't even list ARCA at all. Maybe someone from Trader Support can offer a more definitive and up-to-date comment on this topic.
