As a matter of fact the Man (police) usually do arrest the offender -- if they catch him or her, that is. And this (below) is caveman logic and you know it... haha! Society makes laws, laws make criminals. A man is not murdered, he is alive or dead. Robbery is a crime, see above. Murder and robbery are terms a person born and raised in a civilized (read non-rude) place might be familiar with. Others might recognize the alive or dead part as reality.
