Gustave, I think that it is a matter of different circumstances rather than hypocrisy, although I do think that Germany was precipitous in encouraging the devolution of Yugoslavia. Kosovo is a region sacred to the Serbs, and there is a fear in the surrounding countries of a Greater Albania. Plus, it is one thing to dissolve a union that is rather artificial and not even a hundred years old, such as Yugoslavia, and another to cut a large piece of territory out of an historic nation... I think it is true that the Administration wouldn't mind an independent Kosovo, but I hope they see the folly of such a course soon...
