Rubin is one smart guy. He sees the sign of utter economic collapse, and he knows there is nothing anyone can do about it. Greenspan let the party run on too long, and now everyone has severe alcohol poisoning. Everyone is still staggering around, and Greenspan is pouring tequila shots instead of calling an ambulance.
