You conveniently left out the next sentence. And I insist that you are confusing the concept of a number with the representation of a number.

In your peculiar ternary system 11 is the representation of four, just as IV is the Roman numeral representation of four and 100 is the binary representation of four. Do you actually claim that the Romans did not have the number four?
