NEW YORK (June 1) BUSINESS WIRE -June 1, 1999--L-3 Communications' (NYSE: LLL) Aviation Recorders division announced that its products already meet or can be easily upgraded to meet the safety mandates to be required by the Federal Aviation Administration (FAA). FAA administrator Jane Garvey announced a number of safety initiatives earlier this month at a symposium sponsored by the National Transportation Safety Board (NTSB). The initiatives address recent NTSB recommendations.

The FAA has proposed that all Flight Data Recorders (FDR), or "black boxes," be upgraded in newer commercial aircraft with enough capacity to record rudder and aileron positions by August 2000. Older aircraft would have to meet this requirement by August 2001. L-3 Aviation Recorders' FA2100 FDR currently meets the expanded data parameter list.

The NTSB submitted an additional recommendation to the FAA that all 30-minute cockpit voice recorders (CVR) used in modern aircraft be replaced with two-hour solid state CVRs by January 1, 2005. L-3 Aviation Recorders' currently-produced solid state FA2100 CVR already meets this recommendation.

The FAA has also announced that airplanes made after January 1, 2003 will be required to supply ten minutes of independent power for recording whenever primary aircraft electrical systems cease to operate. L-3 Aviation Recorders, in conjunction with Maxwell Technologies, successfully presented a feasibility demonstration of the required technology using a FA2100 CVR and an auxiliary power supply that will be available in 2000. The FA2100 recorder, which contains a durable solid state memory and low power consumption which makes it well suited to independent power operation. All commercial planes would be required to have the independent power source by January 1, 2005.

L-3's currently-produced FA2100 combination recorder Cockpit Voice and Data Recorder (CVDR) fills an additional future requirement of the FAA that all aircraft be fitted with two combination voice and data recording systems. One CVDR system would be placed near the cockpit and a second would be placed near the tail of all aircraft made after January 1, 2003 and replaced in older aircraft by January 1, 2005.

"L-3 Aviation Recorders has traditionally been on the cutting edge of black box technology, which gives us a distinct competitive advantage in light of the FAA's recent proposals," said Charlie Grouse, president of L-3 Aviation Recorders. "In fact, before the FAA made this announcement, we had already sold over 2,500 solid state CVRs that either meet the new mandate or can easily be upgraded to the two-hour audio requirement. We also expect the demand for our CVDRs to increase significantly as a result of the proposed requirements."
