The model is more closely tied to the Comm IC market than Intel. OEM's simply need to concentrate more than ever on systems design,software design, time to market, and pricing. They cannot do everything. And even when they have internally sourced parts, they usually require a second source. I've had business unit managers tell me its easier to source from external suppliers than internally because the external guys ask how high when told to jump! Internal depts often do not or cannot react as quickly.

No vendor cannot afford to be capacity constrained by internal parts in its bid to get the system to market. And the more a supplier 'meets the deadline' or provides a roadmap for continuing cost/performance improvements, the more business they will get.

All you need to do is look at the success of a PMCS, BRCM, VTSS, AMCC, and others. CSCO, LU, NT, Alcatel etc. all buy tons of chips from these guys in order to make it to market as fast as possible with cutting edge technology. The same is and will happen with photonics suppliers.
