Roger, I am sure there is a business reason for everything. E*Trade knows which side their bread is buttered on. They know that market valuation of their stock (EGRP) is more dependent on number of accounts than revenue. Doing it this way allows them to attract more accounts. DLJdirect, on the other hand, wants to use this as a strategy to retain high value customers.

Of course E*Trade may change its tack later, but then as one who actually cut down on number of trades to concentrate on IPOs, I say that I don't mind because I believe that the IPO mania cannot last more than a few months.
