He may have been upset, or he may have been asked to say that. There are those who would like to see a Desert Storm-style "overwhelming force" applied against the Serbs. There are many more who want Milosevic to think that support for such an operation is building.

What I thought was an incredibly stupid response to Powell's criticisms was the response that NATO is using overwhelming force, with air power. I would hope that those in command of this operation really arent that ridiculous. Are they meaning to say that they have thrown out the doctrine of combined forces as well? <g>
