Organizing a ground operation in the present circumstances would demand tremendous diplomatic and leadership skills, decisiveness, and vision. Chances for a successful execution of the objectives (acceptable level of Kosovar and Allied casualties followed by a successful occupation and repopulation of Kosovo) would be low even if we had a Churchill in charge. With Clinton, those chances would be 1 in 100. It could be that the military is signalling that negotiations must be given the priority.
