At this point I'll defer to a tax specialist....I've always followed the notion that dividend means income.

Scott, I own some FULT a bank stock and they have had several 10% stock dividends in the last few years, and to my best of recollection, I never got a 1099, what I did see was the price of the stock take aprox 10% dip on the day of the dividend, and then resume its normal path.
BTW they are doing that any time now
