Don't forget BEL is buying GTE so BEL has most of the say in matters. Yes, the long distance/local issue is still with us. But players are lining up and an investment by BEL (up to 10%) in WCOM would be the first step. We are getting closer to the day when this can happen outright but I don't see that possibility before, at the earliest, late 2000. These mergers take nearly a year to complete so this might work out fine.
