Not against heads of state. And not very often against anyone. I live in a country where the US "Intelligence" oxymoronic apparatus has been extremely active, and I've gotten the impression that they are capable of doing very little effectively. Perhaps they've done better elsewhere.

I believe strongly that the gathering on intelligence and what has come to be called "covert operations" should be absolutely separate functions. US intelligence gathering has consistently been corrupted by the imposition of ideology on information, and this has had a consistently negative impact on policy.

IMO, of course.
