If I'm reading this correctly, a reverse split that drastic would leave a float of only 500,000 shares. That would seem to go against their stated goal of "reducing the expected level of price volatility, and otherwise stabilizing the anticipated market price of the Common Stock." Because internet stocks attract heavy trading, a float that small certainly doesn't promote stabilization.

"The affirmative vote of the holders of a majority of all shares of
Common Stock represented and voting at the Meeting, in person or by proxy, will be required to approve the proposed reverse split."

I would have to think that a 1--100 reverse split would be voted down by the shareholders.

Either way, the stock is still very undervalued at 20 cents (IMO). The unveiling of their web site on Friday should be very interesting.
