Alok -
1 - CSCO is in a market segment which has the perception of Hyper-growth - rightly or wrongly, they have created the perception that as the internet goes, so goes CSCO. So in the present go-go internet environment, CSCO will continue to enjoy a much different set of expectations.

2 - HWP had been battered for a long time and the stock price reflected the perception that they needed to get their house in order. Like CPQ, HP just has to not fall on their butt to improve. DELL on the other hand is priced based on the unlikely scenario that they will continue to grow in their current market segment until they have 150% market share. DELL is of course still the best managed and best run company in the computer business but the stock price reflects a lot more than that. DELL needs to do something to create a new horizon for the investment community, and having 80% of their business in desktop PCs is not a huge confidence builder.

DELL's price has not been directly based on sales or earnings for a while now. Rather it has been based on the perception that sales, revenues and earnings would continue to defy gravity. Given the excellence of the DELL management team, that is certainly possible but there has been little public evidence that there are wheels in motion to make that happen quickly.
