I have already apologized for that little assumption jump...

I have a new theory that seems to fit the facts better:
I believe the 3500 is being purposefully delayed and 3dfx is stockpiling the 3500 yield bins for now. It also is my belief that 3dfx is "pulling an Intel" here in order to even out the revenue stream. If STB was really pumping out almost 550K April units that means they're close to max capacity right now. As Voodoo3 2000 and 3000 retail slow down they can convert production to the 3500TV and use all those stockpiled chips and a hopefully cheaper harvest of 183mhz SDRAM which looks to be a big issue. What they didn't expect was that V3 2000 and 3000 would sell so well and that the 3500 would have to take a back seat for a little while longer. The unique TV-out functionality will make this product a good seller even if 3dfx releases another product with better 3d and the power user will buy it just because of the manic compulsion to have the best.

Note that Tony also talks about a product due out in the September timeframe. I guess this makes it official...there is another product beyond Voodoo3 this year (duh).
