There are many reasons why MSFT cannot charge for IE at this point. For one, they offer it free on their website. But far more importantly, now that Netscape code is open, if MSFT tried to charge for IE - guess what, people would switch to Netscape. And with the source code open, Netscape is in no danger of seriously falling behind IE. Incidentally, I haven't had the opportunity to compare today's release version of Netscape, but personally I prefer IE (gotta give MSFT credit for the "comeback kid" story of the last 2 years, after being so far behind on the browser front).
