The IRS has no jurisdiction beyond the borders of the United States... no, they can't touch you as long as you don't bring the money into this country, there's nothing illegal about it... nothing improper or unethical..... also, cruise ships leaving the United States open their casinos beyond the three mile limit, that's international waters and the U.S. government has no jurisdiction at that point..... the Coast Guard can board your vessel if they have probable cause to suspect you're entering the U.S. with illegal cargo, but the Caymen Island has its own government.....
