So how does that work if TVW has no shares? 51% of 0 shares is 0? Any share registered is new. They don't have to sell any new shares if they don't want to. So Ampex owns 51% and TVW owns 49%. Later they could sell some of the shares. Ampex sells 10% and TVW sells 10%. Now the shares are Ampex 41%. TVW owns 39% and the public has 20% Ed buys some of those shares and together with Ampex majority no one but Ed can control Ampex. Get the picture? Or all shares could be sold from TVW's ownership.

Not that this is the best way to do it. Just that the possibilities are endless.
