Wash, I just read them all, The best one is # 3710, which spells out (somewhat) that dividends have several DATES associated with them:

From my Accounting 201 book:
DATE OF DECLARATION (the date the public is informed of the Company's intentions)

RECORD DATE (the date that you need to own the shares to get the dividend)

EX-DIVIDEND DATE (the next day after the record date. people who buy after the record date do not get the dividend)

PAYMENT DATE (the date of the physical distribution to those who were the shareholders as of the record date)

Now what we all want to know is WHAT IS THE RECORD DATE?
That answer is CLEAR: "James Tilton, president of TNRG, stated, ....the May 20, 1999 record date ... we still feel that it was in the best interest of TNRG shareholders who wished to acquire the TIPS dividend shares to have purchased TNRG common stock in the public marketplace on or before May 17, 1999 in order to assure that they would be shareholders of record as at May 20, 1999."

This is not subject to misinterpretation. The words are clear. This is from an official Company press release. If it turns out that the press release is not abided by, we shareholders have a class action cause against the President and the Company.
