Yes, you can short stocks via Datek.
Shorting in general is easily done, you just sell a stock you don't own. No specific procedures are necessary.

You only have to look whether you have enough margin (150% of the stocks value, calculated against the total cash including the proceeds from the short sale), and whether the stock is marginable and shortable. (No "NM" and no "NS" flags).

There are a few limitations to that.

No stocks under $5.
No recent IPOs.

And almost no internuts, whose volatility is over a certain level (appearently). They are not marginable which is, at Datek, equal to not shortable (applies to stocks like ONSL, EBAY, MALL, UBID, OMKT, MZON, NAVR).
In addition some stocks, like CMGI, FIBR, NITE, GMAI, SIEB, are not shortable (but marginable).
