If your doubts persist, perhaps confirm with Jack's office directly. <..There is still a lot of closely held shares that have to be redistributed and balanced,, this will hold the stock back a bit...> Not sure what you are talking about here. Are you refering to the recent SSB managed 9MM share secondary which placed ~7MM of MidAmerica Energy's (non-strategic) owned shares into the the public market? We are definitely seeing some post-offering churn from this, which will likely settle down fairly soon.
